A SHORT EARLY HISTORY OF THE PALM BEACH GARDENS MODEL YACHT SQUADRON.

In the Fall of ‘99 I placed an  announcement in the Oaks East monthly newsletter saying that I was interested in forming a radio controlled model yacht racing club and to contact me (Jerry Gould) if they were interested.  It was stated that a one design boat would be chosen and that each member would build his own boat to the strict rules of the class chosen by the group.  About a dozen residents expressed an interest and eight agreed to purchase a kit and build the boat.

A delegation consisting of Jerry Gould, John Biles, Kieth Duke and Adrien Salee made a trip up to Port St. Lucie to meet with Jim Robinson, Commodore of the St. Lucie River Model Boat Club and several of his members.  They could not have been more helpful.  Jim and his group introduced us to their two most popular classes of boats, the Victoria and the Soling 1 Meter.  In as much as no one in our club had ever built a model yacht, they suggested we start with the easiest built and the least expensive class.  The Victoria!  Thus,. was the start of our great adventure.

By this time we had eight members.  A meeting was called and the name Palm Beach Gardens Model Yacht Squadron was chosen and that we would build Victorias.  Jerry Gould was elected Commodore and John Biles Vice Commodore/Treasurer.

Eight Victoria kits and eight HiTec Ranger II Z radios were purchased for $150. each set and numbers were drawn from a hat for frequencies and sail numbers (1-8).  The original 8 founding members (by sail numbers) were :1. Ernie Volonte, 2. Jerry Gould, 3. Kieth Duke, 4. Adrien Salee, 5. Joe Russo, 6. Tom Reed, 7. John Biles, 8. Dr. Andy Levy.  Application was made to the AMYA for Fleet status and we were accepted as Fleet # 94.  ( We are the only yacht SQUADRON in the AMYA!!!)

Finding a suitable pond was the next problem. After several scouting drives thru the area, we settled on Lake Catherine.  It had plenty of room and water, plenty of parking space and was part of the Palm Beach Gardens park system.We approached the City for permission to use Lake Catherine as our home base.  Permission was soon granted and it was the start of an excellent relationship between the Squadron and the City. The Parks Dept. even built us a concrete dock and landing so we sail with dry feet.

Our Sunday racing activities on the lake generated a lot of interest and within a year we had a fleet of 34 Victoria’s.  We also had invited a group sailing Soling 1 M’s on Pelican Lake to  become part of the Squadron as we had much better physical facilities and were an active club in the AMYA.  Soon we had a fleet of ten Solings in the Squadron with Ken Harmon as Fleet Captain.  This grew to the powerhouse Soling 1 M fleet we have today.

Also joining us was a group of five EC 12’s which we set up as a separate fleet with Ed Gelina as Fleet Captain.  This now has grown into one of the largest and most active EC 12 fleets in Florida.

The first regatta we hosted was for the Hav-A-Chaw Cup, an old spittoon, ( a home and away series between our mentors at SLRMBC and ourselves ) which although we were a new club, we won!  The regatta was a great success and helped build our reputation as the club who really knew how to run a great regatta. 

And so, into the future.

It has been suggested that we recognize past Commodores by their first full year in lieu of the preceeding November 1st.  Therefore, with that said, following is what I believe to be the accurate history.....

The Squadron was founded by Jerry Gould and John Biles as part of the initial Victoria Sailing program...The club grew to about 30 Victorias as I recall while simultaneously the Solings and EC 12's became involved. 

Many skippers participated in multiple classes, some had two while others sailed all three classes.....with exception to Jerry, each Commodore sailed either a Victoria or Soling or Micro Magic and an EC12.....the Micro Magic was introduced in recent years as the interest in the Victorias wained (not sure why) and eventually the Victorias sailed no longer.....The Squadron is always open to a new class sailing however it takes four boats of that class to be recognized and it would have to be coordinated with the existing fleet captains to determine just where they would fit in the weekly sailing schedule....

For your history.
 
In Feb 1997 I built a Soling and sailed it on Pelican lake in Juno with a few other boats including Carl Ring and Tony Basso who both had Solings.  One Sunday Doug Bowe was over there and he mentioned Lake Catherine where they were sailing Victoria boats.  I took my Soling over and sailed with them one Sunday and was soon followed by Carl and Tony and then others.  After picking Dan Richardi as our Captain,Commadore, or what ever we called him, we rapidly grew and the Soling group was added into the PBGMYS.

ps  That original Soling is kept in N.C. and is sailed with 4 other Solings during the summer months on a mountain lake.

By-Laws

Palm Beach Gardens Model Yacht Squadron

February 1, 2005

 

Article I:  NAME

The name of this organization is the Palm Beach Gardens Model Yacht Squadron operating under the AMYA Club #94.

 

Article II:  OBJECTIVE

The objective of the Club shall be to develop, encourage and stimulate interest in Radio Control Model Sailing in the Palm Beach Gardens Area and to promote fellowship and camaraderie among local and visiting sailors.  To offer sailing education and training to members and others at sanctioned events. To participate and encourage competitive sailing events with other members of the AMYA.

 

Article III: Board of Directors/Officers

The Board of Directors shall consist of the Commodore, Vice Commodore, Secretary/Treasurer, Race Committee Chairman, the most recent Past Commodore and Fleet Captain of each Class of Sailboat. All elected officers must hold membership in the AMYA.

 

Section 1: Officers

The Commodore, Vice Commodore, Secretary/Treasurer shall be elected by the members and serve for a period of two years.  An officer may apply for additional terms of service along with the other nominees for approval by the membership.  A member may nominate themselves or nominate other members for the officer’s positions.  The commodore shall appoint the Fleet Captains, one for each Class and the Race Committee Chairman.

 

Section 2: Termination of Office

Should the Commodore not be able to serve then the Vice Commodore shall advance to Commodore.  Other vacated positions shall be filled by special elections.  The newly made Commodore may temporarily appoint a Vice Commodore for the remainder of the Club year.

 

Section 3: Annual Meeting

A member is expected to attend one annual meeting. Generally this will be held at the end of October or early November. This meeting shall be the election of Officers and Appointment of Fleet Captains.  All dues are expected to be paid by October 1st and must be paid in order to vote at this meeting.  Nominations for the officer’s position may be made from the floor or via e-mail as the Commodore sees fit to announce.

 

Article IV:  MEMBERSHIP

 

Section 1:  Age Requirement

Membership shall be limited to a minimum age of 18 male or female.  There is currently only individual membership; however, classes of membership may be added or deleted by the Board of Directors. 

 

 

Section 2  Admissions

An initiation fee of $25 is due and payable on October 1st.  Annual dues thereafter are $20.  Should a member join the organization on or after July 1st and before the October 1 start of the new season, only the initiation fee is required. Any member joining prior to the end of June shall be required to pay the initiation fee and be expected to pay the annual dues the following October 1st.

 

Section 3:  Special Assessments:

Any assessment for the general fund shall be voted upon by the membership after notification of a specially called meeting, for the purpose of voting.  This “meeting” may be done via the internet with a 2/3 of the responses necessary to carry the vote.  It is not anticipated that special assessments will be necessary based upon the current dues structure.

 

 

Section 4: Acknowledgement:

The new member will be put on the roster and issued his/her channel number upon receipt of all moneys due the organization.  He/she will be made known of these By-Laws and roster of members through the Web site www.PBGMYS.com

 

Section 5: Delinquent Member

A member becomes delinquent 45 days from the date the dues are due (October 1st).  This will result in the loss of the frequency assignment and will be removed from the roster and all mailings.

 

Section 6:  Reinstatement

A delinquent member may be reinstated, however, the payment required will be equal to the dues plus a late fee of $5.  Currently this would total $25.  The member is not guaranteed a reinstatement of the same frequency however every effort will be made to do so.

 

ARTICLE V  DUTIES OF THE OFFICERS

 

Commodore: Shall preside at all meetings and appoint and prescribe duties of Fleet Captains and any committees deemed necessary to carry out Club functions.

 

Vice Commodore: Shall carry out all duties of the Commodore in his/her absence.  The Vice Commodore shall be Vice Chairman on all standing committees.

 

Secretary/Treasurer: Shall keep the minutes of all meetings.  He/she shall maintain the membership roster/dues paid members and assign all frequencies.  A report should be given at each annual meeting as to the Club’s financial accounting.

 The Treasurer shall maintain a checking account in the Club’s name with at least one other officer as an alternative signature.

 

Race Committee Chairman:

Duties are to oversee the race schedules and discuss any time changes with the Fleet Captains.  Determine the score method and oversee such scoring and documentation.  Each fleet shall be responsible for tabulating and posting their own standings, however a single scoring system shall be used for all classes.  The Chairman shall be the main member of the protest committee of which he can establish at any given race from those present.  Absent of the Race Committee Chairman at a particular event, the protest committee shall be headed by the highest ranking officer present.

Fleet Captains: Shall promote good sailing practices at each event. He/she shall be the individual who designates the course to be sailed for each race. He/she shall communicate with the class members either directly or through the Jib-Sheet on a regular basis.  The Fleet Captain shall give the presentations of awards where applicable along with the Commodore.  The Fleet Captain shall have the right to ban any skipper from the remainder of the day’s races for inappropriate behavior.

 

Publication:  The official Publication of the Club is the “Jib-Sheet” published via e-mail weekly following the Sunday’s sailing events.  Any article from any member wishing to be published shall be e-mailed or sent via other means to the Jib-Sheet editor for announcement generally the following week.  This would include articles for sale for example.  The Jib-Sheet is to be incorporated into the Web site.

 

QUORUM

 

A quorum shall consist of a meeting or representation of active members upon which there are at least 50% of members present.  However, all business except special assessment approval and by-law amendment may be conducted by a simple representation of active members present at a specific meeting.  Those not present, unless authorized by e-mail proxy, shall have no vote for the specific meeting yet must abide by the vote of the majority present (2/3 majority vote).  In the case of voting by e-mail, it will be treated the same as attending in person in that the two-thirds majority of those responding shall constitute “the vote of the membership”.

  

BY-LAWS AMENDMENT

 

The By-Laws may be amended by two-thirds vote of active members present at any meeting which has been called for that purpose.  The proposed amendment shall be submitted to the membership in writing immediately following the meeting for that purpose.  As an alternative, By-Law changes may be made using the e-mail to cast a vote, in which case two thirds of the respondents would carry the vote.

 

RULES OF CONDUCT

 

The Club members shall adhere to the policies and rules prescribed by the AMYA and ISAF.

 

We expect that each skipper and his/her guest respect each other along with their respective equipment/boats.  The skipper shall be held responsible for any actions of their guest.  We expect that each skipper will obtain a copy of the Racing Rules of Sailing and observe those rules on the water.  Fouls that occur on the water between skippers are expected to be handled in an appropriate manner on the water.  Generally, this means a 360-degree turn as soon as possible and out of the way of other racing boats, since the fouling boat has no rights.  The fleet captain may designate the penalty as being 720-degree turn in the event of higher wind conditions.  Any violations deemed improper by the Fleet Captain shall give the Fleet Captain the right to suspend that skipper’s privileges to partake in racing the rest of the day.  Continued violations of the general rules of conduct shall be brought before the board of directors, who will have the right to impose a fine, suspend racing privileges or terminate the membership in the club for the offender.

 

MISCELANEOUS: 

 

There are four classes of boats presently; Micro Magic, Victoria, Soling and East Coast 12. In order to have a new class considered, there must be at least four boats of the same class and must be approved by the board of directors to activate.

 

Racing Schedule: There shall be no penalty in his/her normal racing class for a skipper attending a Sanctioned Regatta within two days of the normal race day.

 

Trophies shall be awarded at the end of each sailing season for the top positions in the fleet based upon the “low point” scoring of qualified boats. One trophy will be awarded for each three boats that qualify.  Qualified means that you must have participated in 50% of the races sailed for that season.

 

Quartermaster:

We do not have a designated quartermaster, however should you need immediate supplies, members with “tool boxes” most likely will be able to give you help.
